What Pokemon and movesets are good depends a lot on the format. For example, focus sash Garchomp is good in Monotype but not OU or BSS, while I don't think any Garchomp movesets are good in VGC19 Ultra. I suggest a lifeorb or Leftovers. Lifeorb because adding a lifeorb plus stab with dragon claw plus EV and IV will be most likely be a one shot. Leftovers because garchomp with Rough Skin is taking away The opponents health while giving you health

Life orbs only hurt the holder when it's already strong enough to one-shot the opponent, so Z-crystals are often better. Also a choice scarf often makes Garchomp better at checking Gengar, Greninja, Tapu Koko, Charizard, Dragonite, and Volcarona. Are you sure life orbs and leftovers are the 2 best items?
