Why doesnt my Nidoqueens counter move fail?

It can be caused by anything that raises evasion or lowers accuracy.

like someone said in comments, can you clarify more? counter only works if the nidoqueen got hit by a physical move so if it didn't get hit by a physical move it wouldnt work. if that doesn't solve your problem I won't know unless you clarify more.
