I think Carracosta would usually be worse assuming the rest of the team doesn't share any types with Carracosta or Chandelure. Samurott and Simipour are better water Pokemon, and Archeops is a better rock Pokemon.

I think Darmanitan is better than both Carracosta and Chandelure. Flare blitz at level 33 and 140 physical attack at level 35 is just not something every Pokemon has access to.

Chandelure my dude. It sounds really cool in black and white. But in all seriousness you don't really have to think about viability or stats if you're just playing normally, pick the one you think looks cooler, helps you with a difficult fight. Or has some other alluring quality.

I would suggest chandelure as it is superior than carracosta in stats and the fire and ghost is an amazing typing for a black playthrough.
