Liquidation is stronger. It can lower the targets defense, the only benefits of using waterfall are PP and flinch chance, and I hope you aren’t going to win by flinching the opponent.
Why are you using Sharpedo in the first place? There are some better water types out there.
Also waterfall’s pp is basically Liquidation with a PpMax used on it.
