If I had 2 Gameboys, Pokemon Silver (with a seadra and dragon scale), a Pokemon blue, and a link cable, is it possible to, with some crazy set up, to get seadra to evolve?
I don't think so. Transfering through gen 1 to gen 2 doees not count as trading. But, all you lack is another gen 2 game. You could get a kingdra like so. Seadra -> Gold/Silver, hold dragon fang, trade, and you have a kingdra.
