I have a perfect IV Scraggy that I have been breeding for the past 3 days. I've bred it in Pokemon white, and plan to transport it to Pokemon Y to use beside my starter Pokemon in a fresh playthrough. Now I want to EV train it, so its completely ready to go. However, this was my first time ever doing anything with IVS/EVS, so I suddenly realized I have to keep my Scraggy (preferably) below level 10 while also getting 252 atk/spd. Can this be done?

I think you should give Scraggy a power item, fight low-level wild Pokemon, and split the experience among 6 of your Pokemon. Also use Pokerus if you can. You can use Vitamins (Calcium and Carbos for Atk and Spe) for the first 100 EVs without giving it any experience. After that, Patrat and Lillipup on Route 1 both give 1 Atk EV, and Woobat in Wellspring Cave has a 50% encounter rate and gives 1 Spe EV. As sumwun said, you’ll also want to use the Power Items (Power Bracer for Atk and Power Anklet for Spe), which give an additional 4 EVs in their respective stat per KO. And if possible, you’ll also want to infect your Pokémon with Pokerus, which doubles all EVs gained (giving you 10 EVs per KO with the Power Items). I would also recommend splitting the EXP gain between at least one other Pokémon, but the more, the merrier.

In Y, you have the opportunity to use Super Training, which can rack up EVs for free and without being tied to any experience. You might as well do the training on that side.
