Will the ability Static work while fishing for a Chinchou in HeartGold? [closed]

I am playing heartgold. Will the ability static work while fishing to catch a Chinchou easier?

As stated on Bulbapedia, leading with a Pokemon using Static will force an Electric-type Pokemon to appear in wild encounters 50% of the time.
