Which move is better for Lucario; Drain Punch or Close Combat?

I have a Mega Lucario in Pokemon Y and I don't know what move is better, Drain Punch or Close Combat.

What do you want to do with this Lucario? Are you using it to fight in-game trainers or other people?

Personally I think that close combat is better because of the extra power.

This is true for Close Combat because it lowers you’re stats :P. But Close Combat is pretty good if used, responsibly.

I think Drain Pinch because it has STAB (and possibly a power boosting item and high stats), which does massive damage AND recovers HP. Close Combat lowers stats anyway.

Perhaps the Shell Bell can make Drain Punch super useful. Plus the high attack and STAB.
