My Gyarados has a really bad Special Attack. Do you guys have any ideas to raise it?

Why can't you just use physical attacks? Is there some good reason you want your Gyarados to use any special attacks?

Whoever is using a special attacking Gyarados is on Crack. Everyone knows Gyarados’s physical is better. Even in Gen 1 and 2.

In the first 2 generations, just because Gyarados has stronger physical attack doesn't mean it can't use special coverage.
Gyarados Hidden Power Flying vs. Nidoqueen: 97-115 (25.3 - 30%) -- 0.2% chance to 4HKO after Leftovers recovery
Gyarados Surf vs. Nidoqueen: 168-198 (43.8 - 51.6%) -- guaranteed 3HKO after Leftovers recovery

well my friend you can use Calcium (Medical item) on your Gyarados to raise it's Special Attack but remember you can use this item only few times (10) not infinite times. Hope my answer will help you!!!
