Does instruct work with 2-turn moves?

example: in a double battle; kyurem-white uses ice burn, then it's teammate oranguru uses instruct on it, what will happen?

Instruct fails on all multi-turn moves, including the Dig kind, the Hyper Beam kind, and the Outrage kind.
