What do you want to do with a Nidoking? Do you want to defeat in-game trainers or something else?

Aside from level 1 moves, Nidoking only learns two moves by level-up in FRLG, both of which are pretty good for an ingame moveset: Thrash at level 22 and Megahorn at level 43. However, the best move in Nidorino's learnset, Horn Drill, comes at level 53. This leaves you with several options:

  • Evolve it at level 22, getting Nidorino's Horn Attack and NidoKing's Thrash and Megahorn
  • Evolve it at level 43, getting Nidorino's Fury Attack and Flatter, and Nidoking's Megahorn
  • Evolve it anytime after level 53 for Nidorino's Horn Drill.

If you evolve it after a point where Nidoking learns one of those moves, then you could use the move relearner on One Island to teach it those moves. For this reason, I would recommend waiting for level 53, since the relearner won't be able to teach moves from Nidorino's learnset after it evolves. Although if you don't want Horn Drill, then I recommend evolving it before or at level 22, since Thrash and Megahorn are better than anything Nidorino learns outside of arguably Horn Drill.

I think Nidorino/Nidoking's only good level up moves are double kick, thrash, and megahorn. Horn attack is decently strong, but there simply is no reason to use it when you can learn thrash just as easily. Horn drill has low PP, so it isn't useful for sweeping regular trainers. The fact that it fails on higher-level Pokemon means it's bad against people like gym leaders and the Pokemon League. And unlike fire drills and earthquake drills, horn drills don't prepare you for any sort of realistically possible emergencies.

The later you evolve Nidoking, the longer you have to use a weak Nidorino. It seems obvious that a lot of gyms are easier to defeat with a Nidoking than a Nidorino. So I recommend evolving Nidoking immediately after Nidorino learns double kick.

The answer for this question is very simple because there is no rule for that, usualy is when he learn the moves he could only learn by level up that take part on your setup.

So the right level in which you should evole him is after he learned all the moves he needed for the setup you wanted for him that can only be learned while he is a nidorino, unless the setup you wanted don't use any move nidorino learn by level up.

Take a look at his moveset here on this own website and decide wich moves you want to use on him, also check at what level he learns each one, only after he was able to learned all the moves you want him to have that can only be learned as a nidorino you should evolve him, planning ahead the setup you want for him is very important.
