I am looking for a Pokemon that:
-Is weak against as few types as possible.
-Can learn defense and sp. Defense raising moves.
-Has a lot of hp and good defnses.
-Can learn healing moves or hp draining moves.
-Can be played in OU.
The attack and sp. attack do not matter, eviolite Pokemons are ok.

You could use a Chansey with an eviolite. Just let another Pokemon setup leach seed. You can also use moves like Light Screen and Reflect.
Defense-raising moves are usually useless in OU because they're easily nullified by haze or whirlwind. Also, opponents can force you to switch to a different wall by threatening to use a strong (usually super effective) attack before you get the chance to raise your defenses a lot.
What about this?:

Venusaur-Mega @ Venusaurite  
Ability: Thick Fat  
EVs: 252 HP / 252 Def / 6 SpA  
Modest Nature  
IVs: 0 Atk  
- Leech Seed  
- Defense Curl  
- Amnesia  
- Synthesis

It is everything you described.
1. It has only 2 weaknesses.
2. It can learn Defense Curl and Amnesia.
3. It has good HP and its Defence and Special Defence are decent.
4. It can learn Synthesis and Leech Seed.
5. It can be used in OU (even though any Pokemon can be used in any format but I'm not going to go there...)
6. (even though you said it doesn't matter) It's Special Attack is pretty good (309).

Mega Venusaur is amongst the weaker OU Pokemon right now,useful almost exclusively on stall and generally not as good as other grass types like Tangrowth or tapu bulu

Here're some options:

Gastrodon @ Leftovers
Ability: Storm Drain
EVs: 252 HP / 4 Def or SpA / 252 SpD
Calm Nature
IVs: 0 Atk
- Recover
- Stockpile / Acid Armor
- Toxic / ??? (you can really put whatever in these slots, but here’s my recommendation)
- Earth Power / ???

  • Only weak to grass
  • Stockpile raises both stats at once, but Acid Armor patches up the lower Def more quickly. I would go Stockpile
  • 111 base HP and pretty good defenses
  • Recover = recovery (duh)
  • OU tier

Chansey (F) @ Eviolite
Ability: Healer
EVs: 4 HP / 252 Def / 252 SpD
Bold Nature
IVs: 0 Atk
- Soft-Boiled
- Reflect
- Light Screen / Seismic Toss
- Toxic / ???

  • Only weak to Fighting
  • Dual screens make phazing a non-issue (SpD is already good enough to not need Light Screen, though)
  • Literally has the second-highest HP in the game, and pretty good SpD to boot. Def leaves something to be desired, but Eviolite and max investment patch it up decently well
  • Softboiled = recovery
  • OU tier

Mew @ Leftovers
Ability: Synchronize
EVs: 252 HP / 4 Def / 252 SpD
Calm Nature
IVs: 0 Atk
- Roost
- Reflect / Barrier
- Light Screen / Amnesia
- Toxic / ???

  • Only weak to Dark, Ghost, and Bug, none of which are too common outside of STAB
  • you can go dual screens to get past phazing, or you can go Barrier + Amnesia since they stack. I would go dual screens
  • 100/100/100 defenses; very good
  • Roost = recovery
  • OU tier

Keep in mind that these sets were designed just to satisfy the conditions, and may not utilize the fullest potential of their respective Pokémon.

I know this question has been answered already, but there is a Pokemon that fits your description perfectly; Clefable

Clefable has nice bulk all around, including HP. It's in OU just like you wanted too. It is only weak to 2 types, Steel and Poison, which are not the most common attacking types. It gets Cosmic Power, which raises both its defences, and Soft-Boiled, which is nice recovery. Plus it's ability Magic Guard makes it not take Toxic or Will O Wisp damage.

Here is the set I recommend;

Clefable@Leftovers
Ability: Magic Guard
Nature: Bold(+Def, -Atk)
EVs: 252 HP/148 Def/12 Sp. Atk/96 Sp. Def
IVs: 0 Atk
-Moonblast
-Cosmic Power
-Soft-Boiled
-Toxic

The only thing that this set can't really do much against are Steel and Poison types(the only types it is weak to, ironically).

Toxic isn't a HP draining move (Giga Drain, Absorb, etc. are), I mean, it gets rid of health but doesn't ACTUALLY steal health.

But, I could just be misunderstanding the question.
The question asked for healing moves OR HP draining moves, so a Pokemon can know one or both of them. I'm pretty sure soft-boiled counts as a healing move.
