Also, why would anyone use Special Mandibuzz in OU? Or Mandibuzz at all? :P

They asked for Specially Offensive Defoggers, and your Mew and Skarmory sets are physically offensive...

I think the sets you gave for Mandibuzz, Mew, Zapdos, and Skarmory aren't offensive at all. The question also asked for VIABLE specially offensive Pokemon, and I'm pretty sure Latios is too outclassed by Alakazam, Latias, and Victini to be viable.
