How did Milotic's Attract miss?

Question

In a Pokémon Emerald double battle, my Milotic tries to use Attract on a Ivysaur, and somehow misses.
That's right! It missed and not failed because the Ivysaur was of the opposite gender and no evasiviness/accuracy moves were used in the battle. Somebody please explain why it just happened?

Was this in the Battle Frontier or a Battle Tent? The Ivysaurs you see there sometimes hold bright powders. https://bulbapedia.bulbagarden.net/wiki/Battle_Frontier_(Generation_III)/Pok%C3%A9mon_(Group_2)

The Ivysaur may have been holding a brightpowder or a lax incense.
