How do I get a Hone Claws Garchomp?

The only way Garchomp could ever learn Hone Claws is by TM, and it isn't a TM anymore in the most current games. This means if you caught or hatched your Garchomp in Alola, it is locked out of access to that move no matter what you do with it. You would have had to catch one in a previous game, teach it the TM from there, and only then is it safe to transfer forward.

Could I not transfer back to a previous gen, teach the move, then transfer forwards again?

You can't transfer backwards unless if you are using Red/Blue(or Green in Japan)/Yellow and Gold/Silver/Crystal. :P
