I decided to make my team on alola stronger (Let's go pikachu got boring after I beat it) and I saw the move Metronome which randomly selects almost every attack. When it's used does it have the exact power and accuracy from the move it chose, and can every Pokemon learn it? Thank you.

Metronome acts exactly as whatever move it randomly selects, and selects a different move every time. If it is powered up by Normalium Z, it selects a random move and uses it's Z-Move. :P

Just a heads up, Metronome sucks and will likely make your team worse, so I don't suggest using it unless you value random fun over winning. :P
oof that sucks. i dont plan on adding any of the pokemon that can use metronome to my team, well i have mew though but idk.

Updated after Gen 9 release

Metronome converts to a randomly chosen move, the power and accuracy of the move do not change. As Staka says, the Normalium Z will convert a random move into the corresponding Z-move, for example, Metronome selecting Razor Leaf used as a Z-move will yield Bloom Doom. It can't choose every single move (see Bulbapedia for exceptions) and some moves it can select will almost always fail (eg Dark Void).

I used a Metronome team to beat Alola. I quite enjoy it but be prepared to repeat some battles many, many times. Gen 8 expanded the roster of Metronome Pokemon, and now Gen 9 has really opened the floodgates. I'll try to give a chronological guide to the different Pokemon, focusing on just the final evolutions.

Gen 1: Clefable (naturally), Mew (naturally), Primeape, Poliwrath, Alakazam, Machamp, Golem, Gengar, Hypno, Hitmonlee, Hitmonchan, Chansey, Mr. Mime (K), Jynx, Electabuzz, Magmar, Snorlax, Mewtwo

Jirachi can get it in Gen 3 as well, but getting one is practically impossible.
Not really. You can get Jirachi through the Colosseum Bonus Disc, trade it to Fire Red, and learn it through Move Tutor.
