If Rotom has a Roto Loto ready, and you don't click it, will it go away?

No.

I've left my 3DS charging for months and the Roto Loto will still be there. I also turned off my 3DS and it returned(I saved when the Loto was ready).

I tried this too, no matter how much you shut the game down, as long as you have saved after the eyes start flashing, it will stay there.
