I don’t know if it’s a higher rate because it’s a magikarp but what’s the chance of getting shiny magikarp from an egg or in the wild?

Magikarp has the same chance of being shiny as any other Pokémon in Platinum: 1/8192 if it's full odds, or 1/1638 by Masuda Method.

Basically, from Gen 4 onwards, if you breed two Pokémon originating from games with different languages, the eggs have a higher chance of being shiny.
