Do any Pokemon have sprites with no movement?

Like a sprite with no movement at all. Maybe ferroseed?

Is this the only one?

In any pre gen 4 games( except crystal and emerald) the Pokemon don't move.

No Pokemon has unmoving sprites. All Pokemon which exist show animation. But some only the animation when using a move, and when you click their picture when seeing their summary.
The only Pokemon which is completely still unless made to move as said, is Ferroseed. Other Pokemon showing little movement:
Lucario (non-mega)
Shedinja
Voltorb
Decidueye
Gallade
