Why Generation 4 has the same sound effects as Generation 3?

there's so many Sound effects as Generation 3 like petal dance it has the same sound effect as Sunny Day

generation 3 uses more trumpet, while gen 4 uses more of the piano.
(btw they literally have the best music in the pokemon franchise)

Because if you could just reuse sound effects and game files it would be way more efficient than having to create new sound effects.

Basically it was to save time.
