Im aware that evs have a certain limit, but if you breed a Pokemon with max hp ev's and another Pokemon with max attack will those stats get a small boost for the baby Pokemon when the egg hatches? I could try it out but I dont have the time to as I am hunting for a shiny cresselia and am afraid to leave.

I think you’re getting EVs and IVs confused. EVs aren’t passed down through breeding; every Pokémon starts out with 0 and gains them through battling like EXP. There is no way to exceed the EV limit without hacking. IVs, on the other hand, are like the Pokémon equivalent of genetics, and are passed down through breeding. There is a limit of 31 IVs per stat, but it is possible to max out every stat (through breeding), although it is very difficult.

No. If a Pokémon with max HP EVs and another Pokémon with max Attack EVs breed with each other, the max HP/Attack EVs do not give a small boost to the baby when the egg hatches.
