They can but it's a glitch. I tried it on a Squirtle and it fled then showed I caught it on the box.

No, they cannot.
Any Pokémon obtained from research are unable to flee. However, a visual bug can occur in which it says they fled, while you actually caught the Pokémon, and it will be in your storage.
