Because only groudon and kyogre got access to drizzle and drought before gen 5. In gen 5, ninetales and politoed got drizzle and drought via dream world hidden ability. Moves like rain dance and sunny day were temporary so they were bad options. Drizzle and drought were infinite from gen 3-5.
