Raichu or Jolteon for Pokemon Blue?

Jolteon. This answer is purely based on the fact that critical hits are based based on speed in generation 1, so you'll crit almost every other hit. Besides, it has a decent Special stat as well, that works well with its moves.

While Raichu is pretty good, it's not as fast, meaning that it gets lesser crits.
