Is the Tanabata Jirachi available in America?

Question

It has been confirmed that a Jirachi will be released in Japan in the Pokemon Center in Tohoku from August 1st to August 31st 2018. It is local wireless. However, it is in all regions. Does this mean that American players can get a Jirachi via local wireless from August 1st to August 31st at their homes?

No you can't. Because it's local wireless. That means you have to be there to get it.
