Does Choice Scarf affect priority?

So if I had a Pokemon (say Lucario) use a +1 priority move (say Bullet Punch), vs an identical speed Lucario using Bullet Punch I know there will be a Speed Tie. But if one Lucario had a Choice Scarf and the other had a Life Orb, does this influence priority or is it still a speed tie?

In your specific case, the Lucario with the choice scarf will be faster and move first because of that.

No. Choice Scarf snd Life Orb do not increse/decrease priority.
