Why can you use Zeraora on Pokemon Showdown!?

I just battled with Zeraora in the OU format on Showdown! (I have the replay to prove it: http://replay.pokemonshowdown.com/gen7ou-771484984), why is Zeraora able to be used. Is it a glitch? Did they forget to fix it? Please answer.
