Where is the lowest level wild Pokemon in DexNav?

I am trying to get a shiny through DexNav and send that Pokemon to another new game and I need to know the lowest level spot for DexNav in omega ruby and alpha sapphire. Where would that be?

In Hoenn (Ruby, Sapphire, Emerald, Omega Ruby, or Alpha Sapphire) on Route 101 you can find Pokémon with a minimum level of level 2. Just in case you wanted to know, you can find (DexNav Pokémon can only be found in Omega Ruby and Alpha Sapphire), Zigzagoon, Wurmple, Poochyena, Lillipup (with DexNav), Zorua (with DexNav), and Sewaddle (with DexNav).

Route 101, of course.
The Pokemon there have a maximum level of 3, you can find Lillipup, Zorua, and Sewaddle with the DexNav. For a list of all the Pokemon available in that area and the probability of encountering them, take a look at Bulbapedia's list here.
