How do I find Poke radar exclusive Pokemon in Platinum?

Question

I've used my Poke radar several dozen times already and never encountered a Poke radar exclusive Pokemon. I'm currently trying to get a Tyrogue (which are on Route 211 west, right?).

Press the button and go to the tile with shakign grass. I think it has a 30% chance of working so mabye you r getting unlucky

Seems that I can only find those Pokemon in the sparkly grass. I got my Tyrogue.
