It depends what you want to do with the Ralts. Do you want to use it in competitive battles or something like that? Also, what is its nature?

IVs are the best indicator of good stats but it's impossible to tell the IVs from a newly hatched ralts (or any newly hatched pokemon) - trust me, you won't get accurate results.
It's best to level your ralts up to level 23 and keep track of the evs it gains. Then input it into an iv calculator.

It's also impossible to determine its stats without the nature.

Unless you plan to keep this Ralts at level 1, its nature is more important than what its stats are right now. If you don't tell me your Ralts's nature, then this is the best answer I can give.

HP: 11
physical attack: 4-5
physical defense: 4-5
special attack: 4-6
special defense: 4-6
speed: 4-6

So I can't tell you anything about its HP, its physical attack is probably good, its physical defense is probably good, its special attack is probably good, its special defense is probably not the worst, and its speed is probably good.
