Toxic not working on Inkay?

Question

This is a total weird one, when I was battling a wild Inkay with my Mega Banette, I use the move, Toxic on the inkay, but for some reason, it doesn't seems to affect the Inkay. I checked to see why, but all it shows is just the suction cups ability... Would someone please explain why is that please? Thank you.
