If I traded a Charmander with Metal Claw from the VC to USUM through Pokemon Bank, what would happen?

I'm also pretty sure there is another way, but I don't know that way.

You can transfer it the long way, and I think if you do that then it'll keep metal claw.

That would be impossible. Charmander couldn't learn Metal Claw until Gen 3. Only the first 2 generations are on VC. Metal Claw is available as an egg move, or you could transfer a Charmander from an earlier generation.
