Can Cleffa learn Belly Drum and Wish at the same time?

Yes. You can breed it with Slurpuff, which can learn both moves. Why you want Belly Drum on a Clefable is a total mysetery but you could if you wanted to, I guess.
*Edit: if you want a Belly Drum & Wish Cleffa you need to perform a breeding chain. First, breed a Belly Drum Poliwhirl with an Azumarill, and then breed the Azumarill with Slurpuff, which you would breed with Clefable

Yes they are learned by cleffa through breeding it for egg moves they can also both be on the moveset at the same time
