What level would you recommend for beating the Elite Four for the second time in White?

Mid 70s at least. Maybe early 70s if you want a bit more of a challenge.

I beileve mid 60's would be an easy place to do it. If your an experienced trainer and have trained your Pokemons Ev's and Iv's and eevee's accordingly. If your an average joe of a trainer than yes late to mid 70's maybe early 80's if your REALLY struggling.

If this is just an in-game playthrough, then there’s no chance the EVs and IVs are optimal at all. That doesn’t have much to do with how good you are at the game, it’s just what happens.

actually i would recommend level 70 for the first time but level  80-100 for second time in Pokemon white/black
