Why can I not catch the Tornadus with a Quick Ball even though it's really weak?

Well, in Black, it's a roaming legendary, so every encounter is considered the first turn.

It's just luck. Tornadus has a pretty low catch rate, so even at 1% HP on the first turn, a Quick Ball still only has a 4.4% chance of working. Just keep trying; you'll get it eventually.
