How many fully evolved Pokemon have a higher Sp. Atk than Atk?

Question

I am wondering how many fully evolved Pokemon have a higher Sp. Atk than Atk. This would include Pokemon with a Sp. Atk higher than 100 even if the Atk is higher or has an equal Sp. Atk and Atk. I would prefer the answer as a fraction with the amount of fully evolved Pokemon as the denominator and fully evolved Pokemon with higher Sp. Atk as the numerator. I am sorry if I am too picky or if answering this question takes more than 30 minutes of your time :D

And if any of you guys are wondering why I put out such a random question. It isn't out of curiosity.  I have Volcarona in White 2. Why am I playing White 2? I never played it before :D Anyways Volcarona has such a great move-set and stats. However, when I caught it, its IV's were beautiful. Especially its 31 Sp. Atk IV which I got on my first try. However, its nature is mild which was why my Sp. Atk was so high. And since Volcarona's Def is very bad, it got even worse. I also had a 4 IV on the Def stat too so it made it worse. So if I come across a Pokemon with a high Atk stat, I am pretty much screwed unless I am faster and can 1 shot it. So that;s why I asked this question :D To know how many Pokemon have a higher Sp. Atk that Atk so that I can see my chances of fighting a Pokemon with move-set likely to have Sp. Atks.

That's not exactly how the Volcarona thing works. While this is a good question, the answer won't give you anything close to the chance of seeing a Pokemon with high physical attack. In all battle formats, the number of Pokemon with more than 10% encounter chance is almost never more than 30. If you really want a good answer to your Volcarona problem, then check this site: smogon.com/stats/
Also, you shouldn't need to worry too much about the mild nature. If an opponent sends out a physical attacker while you don't have enough quiver dance boosts to one-shot it, then just switch out. If you do have enough quiver dance boosts, then just one-shot the physical attacker.

First, I'll do the fractions, then I'll be working out the numbers between the following results.
Note that this DOES NOT include Megas or Alolan Forms yet(unless you want them)

So, there are currently 802 Pokemon.
In the 1st generation, 20 Fully Evolved Pokemon had higher Special Attack than Attack, excluding Legendaries, Megas, and Alolan Forms
In the 2nd generation, 20 Fully Evolved Pokemon had higher Special Attack than Attack, excluding Legendaries and Megas Megas
In the 3rd generation, 17 Fully Evolved Pokemon had higher Special Attack than Attack, excluding Legendaries and Megas
In the 4th generation, 17 Fully Evolved Pokemon had higher Special Attack than Attack, excluding Legendaries and Megas
In the 5th generation, 23 Fully Evolved Pokemon had higher Special Attack than Attack, excluding Legendaries and Megas
In the 6th generation, 16 Fully Evolved Pokemon had higher Special Attack than Attack, excluding Legendaries and Megas
In the 7th generation, 11 Fully Evolved Pokemon had higher Special Attack than Attack, excluding Legendaries and Ultra Beasts

So, if we compile these results, we will have 124 Fully Evolved Pokemon that have higher Special Attack than Attack.
I did the math, and it turns out that 15.46% of ALL Pokemon have a higher Special Attack stat than Attack.
