Pollen Puff, Ally Accuracy?

Hello. If my ally was to use Double Team/Minimize, then Ribombee targets it with Pollen Puff, does it have a chance to miss, or does it bypass accuracy to always heal? I may not have time to test this before the Weakness Cup starts, so I'm asking here.

I think only moves that say they ignore accuracy and evasiveness like Magical Leaf for sure hit a Pokemon using Double Team or Minimize.
