males can be feminine and females can be masculine, it's just the pokemon species' design. not sure what your confusion is, can you elaborate?

Its just what game freak wanted. Sometimes there's more to it then meets the eye. Like, Gardevoir looks female, but its actually based off of a knight. Some Pokemon are only female or only male too like Tsareena, Florges, Latias, Hitmonchan, and Latios.
