Why is erika the only red/blue gym leader whose team has no NFEs?

Question

all others have at least one NFE. why is this? I understand with some earlier ones like brock's geodude, but giovanni is the final and supposedly hardest gym leader and his rhyhorn could easily be replaced by a sandslash or something.

What is NFE?

it stands for not fully evolved. it  is a pokemon that could still evolve at least once. I don't include erika's tangela as an NFE because it didn't have tangrowth in gen one

Erika had low-level grass Pokemon, but the ones she chose evolve early/not evolve, so she naturally had no NFE's
