My metapod didn't learn harden!

Question

I evolved my caterpie and he did not learn harden. I thought he would learn it when he evolved. Does anyone know why this happened?

In Pokemon Red version, Metapod learns harden at level 1. Therefore, it's impossible to get a Metapod with harden unless you use the move reminder.

Is that a bug, then?  Because in my experience, if you evolve a bug at the correct level (7, in this case) it will ALWAYS learn it's "defense" move on evolution (Harden, in this case).  It's when you evolve them at a later level that they fail to learn the move..

Keep in mind this is Generation 1. A lot of things work differently.
