No, in fact there aren't.
Even rock throw doesn't have 100 accuracy!
It may be ridiculous but its like that.
Besides Smack Down, it has 100 accuracy.
Look for yourself.
Although, Power Gem and Ancient power ( These are special moves ) Have 100 accuracy

Power Gem is quite useful for special attackers. Aside from that, Stone Edge is the one to go for if possible, otherwise Head Smash or Rock Slide.
Also Hidden power rock.

I think because "decently powered" wasn't defined, you can also include Hidden Power [Rock], Salt Cure, and Smack Down.
