i've gotten a traded level 100 nicknamed rayquaza in a impromptu trade and was planning on getting omega ruby in the future and I would prefer to raise my own personalized rayquaza so I want to know before I tutor Dragon ascent to the fully trained one, can the tutor be used to teach multiple rayquaza dragon ascent?

Yes

You can teach multiple Rayquaza Dragon Ascent via move Tutor. The move Tutor is on Poni Island inside the Pokemon Center in Seafolk Village.
