If you have a Japanese female Pokemon, if you breed it will you get a 100% guaranteed shiny?

I have a female Japanese Fennekin. So if I breed it will I get a shiny Fennekin? Bulbapedia says it will. But i'm not sure. This is the site who said it will.

No. What you are thinking of is the Masuda Method. It does, however, increase the chances of hatching a shiny.
