Will a Flame Orb activate if it is flung at a Pokemon already holding an item?

Question

If I use the move fling, and fling my flame orb at a Pokemon already holding an item, will the flame orb activate?

or does the opposing Pokemon have to be holding no items?

A flung flame orb will attempt to burn whatever it hits, unless it's immune to burns.
