Tapu Bulu's speed sits in a place where Adamant is more useful to it, as it is sandwiched between Pokemon with their base speed in the 60's, many which don't run any or full investment, and Pokemon with higher base speed stats that often run full speed. Jolly Tapu Bulu is still viable, but the drop in power compared to Adamant may be noticable. Also, if you are planning to EV train it with a specific number of speed EV's remember to recalculate the stats for Jolly.
