Primarina @ Assault Vest
Ability: Torrent
EVs: 252 HP / 4 SpA / 252 SpD
Calm Nature

  • Scald
  • Moonblast
  • Ice Beam
  • Aqua Jet

This primarina will be both a tank and Special attacker. since the EVs of HP and SpD and the Assault Vest, the Primarina will tank a hit of Shadow Ball etc. Meanwhile, the Primarina can attack using moves like Scald, Moonblast etc.

Here is the set I came up with:

Primarina (F) @ Leftovers
Ability: Liquid Voice
EVs: 252 SpA / 252 Spe 4 / SpD
IVs: 0 Atk
Modest Nature
- Hyper Voice
- Perish Song
- Moonblast
- Ice Beam

  • Hyper Voice (for ability Liquid Voice)
  • Perish Song (Instant KOs [I'll explain below])
  • Moonblast (Dragon Types)
  • Ice Beam (coverage, also for Dragon Types)

Primarina

For Perish Song to work without having the opponent switch out, be sure to get a Decidueye with Spirit Shackle and hit both opponents. Now they can't escape. Switch into Primarina and use Perish song, then switch out Primarina and the other Pokemon if in doubles. Instant win as long as the opponent doesn't have an item like Eject Button. A good idea to have a Pokemon with Embargo but only lasts for a certain amount of turns.

PS: Since the Pokemon Bank Event went live the other day, people can start using these sets to their advantage. The Pokemon Bank event is handing out Hidden ability Gen 7 Starters: Incineroar, Primarina and Decidueye. they are breedable to breed on these hidden abilities.

Ability: Liquid Voice
EVs: 252 HP / 18 SpA / 240 SpD
Bold Nature
IVs: 0 Atk
- Hyper Voice
- Moonblast / Dazzling Gleam
- Blizzard / Ice Beam
- Aromatic Mist / Psychic

Overview:

This Pokemon can play good support with Intimidate Incineroar. Use Fairium Z with Aromatic Mist to raise both your Pokemon's SpD. The EV spread and Nature will ensure that Primarina's Def is identical to it's high Sp.Def with full HP EV investment to boast. Tanky as the day is long. In single battles use Psychic instead of Aromatic Mist. (Hidden ability Alola starters are available through Pokemon Bank if you weren't aware.)

Here’s my double team move set.

Primarina @ Fairium Z
Ability: Liquid Voice
EVs: 252 HP / 252 SpA / 6 SpD
Calm Nature
- Round
- Moonblast / Dazzling Gleam
- Energy Ball
- Baby-Doll Eyes

  1. Round - Doubles the damage and increase water by 30% and able to attack second if your other Pokémon use round, find normal Persian works good but any other fast Pokémon can help.

  2. Moonblast / Dazzling Gleam - I prefer Moonblast but up to you if you want to attack both of your opponent Pokémon’s at the same time, plus STAB.

  3. Energy Ball - For other water Pokémon’s on the field.

  4. Baby-Doll Eyes - I know nobody don’t use this move but I do, Primarina is slow and with Z Fairy helps big time and plus ruins physical strategies whatever your opponent tries to do.

Ability: Torrent
EVs: 252 HP / 152 SpA or 152 Def / 154 Spe
Timid Nature
- Moonblast
- Surf / Scald
- Ice Beam
- Aqua Ring

Primarina needs some bulk and speed plus some SpA or Def.

Moonblast: STAB, Powerful
Surf / Scald: Surf has a bit more power but scald gets a burn chance plus they’re STAB
Ice Beam: Blizzard isn’t worth it in the new gens, so ice beam with the Never-Melt Ice boost and there ya go plus it covers its grass weakness
Aqua Ring: Endless recovery is amazing

Strategy:

With the ability Liquid Voice, that makes all sound based moves to become a water type move. Echoed Voice is the only move in this Moveset effected by the ability (Sparkling Aria is already a water type move). Echoed Voice does gets more powerful on consecutive use. Each Attack gains STAB, and when used in conjunction with the Metronome, it can do some serious damage!!

Primarina @ Throat Spray
Ability: Liquid Voice
EVs: 252 HP / 252 SpA / 4 SpD
Quiet / Modest Nature
IVs: 0 Atk / 0 Spe
- Hyper Voice
- Protect
- Moonblast / Dazzling Gleam
- Energy Ball

If you are using a trick room team, use a quiet nature and 0 speed IVs. Otherwise use a modest nature and max speed IVs. Hyper Voice is water type STAB thanks to Liquid Voice and hits both opponents. Protect gives Primarina a turn of safety. Moonblast and Dazzling Gleam are fairy type STAB. Pick Moonblast if you want single-target damage, but if you want spread damage, pick Dazzling Gleam. Energy Ball is for hitting water types super effectively, most notably Gastrodon. Throat Spray is the item of choice to give Primarina a special attack boost (after using Hyper Voice) without being choice locked.

Somewhat bulky special attacker. Use Sparkling Aria if you want Dynamax STAB, and if you do use it, have the ability be Torrent. The strategy is to use Hyper Voice, do a big chunk or KO something, and then get +1 in Special Attack. Because of Primarina's ability, Hyper Voice becomes a STAB Water-type move that triggers Throat Spray. Overall, pretty good Pokémon.

Well that moveset only for 2v2 with another Pokemon can support with Trick Room or heal.
Primarina has good SpD and SpA, Calm Mind raises both too, so I increase HP and Def for tank dmg. Echoed Voice will be upgraded buy Liquid Voice, And it raises power each turn by itself and by Metronome to maximum is 200x1.2x2=480 after 5 turn. Yep, 480 power Water sound-based STAB move .
Can do this with Dazzling Gleam (maximum 160 STAB power)
Or you can keep use Calm Mind to stack stat increases then use Stored Power (maximum 260 power with very high SpA)
And yep, (s)he needs an ally can support.

Gen 9 Special Wall

With an awesome type combo of water/fairy and its decent special bulk (taken to the extreme with this EV spread + the Assault Vest), this thing can become a monstrous wall the likes of Toxapex and Cresselia. There's a reason she's gotten a lot of usage in gen 9 singles. Here's a super specially bulky set that I've seen success with:

The Moveset

Primarina @ Assault Vest
Ability: Torrent
Tera Type: Poison
EVs: 252 HP / 4 Def / 252 SpD
Calm Nature
- Psychic Noise
- Surf
- Draining Kiss / Moonblast
- Flip Turn

The Breakdown

Psychic Noise: Not only is Psychic Noise nice coverage, but you get to deny your opponent any chance of healing for the next few turns, meaning you get to deal chip damage for free with
Surf: Even without any SpAtk investment, you're hitting your opponent with a stab 95 power 100 accurate water move with a mon that has base 126 SpAtk. This is made even more powerful once you get down to Torrent range. Of course, if you're concerned about recovering HP once you're in that range, you can always hit them with the
Draining Kiss: The only real way for Primarina to heal up while keeping the benefits of the Assault Vest. Draining Kiss allows Primarina to stay on the field for longer and keep doing damage with its other moves. You could also throw Moonblast on here for another powerful STAB option but I personally prefer Draining Kiss.
Flip Turn: Primarina is pretty slow with only 60 base speed. You can use that to your advantage though if you want to get another party member in safely as you'll likely be slower than whatever you're up against.

Other things to note
I think Tera Poison is best for this set because you turn crucial weaknesses to resistances (Poison, Grass), and make yourself immune to Toxic, which can really ruin this set.
If this thing ever gets access to Scald again (or if you're looking to use this set on a National Dex team), it automatically outclasses Surf simply due to how long you'll be able to stay on the field. After hitting several scalds, even if the damage output isn't high, the chance for a burn absolutely is.

GEN 9 1v1 (duh)

1v1 Queen (Primarina) (F) @ Custap Berry
Ability: Torrent
Tera Type: Water
EVs: 248 HP / 252 SpA / 8 Spe
Modest Nature
- Hydro Cannon
- Calm Mind
- Moonblast
- Endure

Before anyone says this set is trash, remember it is for 1v1 only. Tera Type is banned there so it doesn't really matter. Calm Mind boosts your SpA to make sure you get certain KO's, and boosts SpD so you have more opportunities to use it again. Moonblast is your ol'reliable STAB move for the popular Water resists in the tier (Raging Bolt for example). Hydro Cannon is a last resort move that can be used to detonate anything that doesn't resist it if you use Calm Mind. Endure + Custap Berry, on the other hand, helps you make sure that you go first than your opponent at least one time, and works well with the whole Calm Mind + Hydro Cannon thing. The 8 Speed EV's help you outspeed opposing Primarinas that are likely not using any Speed EV's in the first place, but if you want, you can use more Speed EV's to outspeed Donphan, though it's better to just boost HP.
