Do NPCs have Pokemon with no IVs in Sun/Moon?

Question

I could've sworn that Trainer Pokemon had (perfect) IVs back in Gen V, but they don't seem to in Sun/Moon (or at least some Karate Guy in Poni Valley doesn't have Pokemon that seem to). Basically what I'm asking is, do trainers have Pokemon with IV's in Sun/Moon?

Hau's Raichu has 31 IVs and 252 EVs in Speed, but other than that I'm not sure.

If Sun/Moon follow the pattern from other games, random generic trainers will have Pokemon with the same random IVs as any wild Pokemon you might encounter, while specific story people, like the Trial Captains and Kahunas will have specific IVs, Natures, and EV spreads.

Yesm NPCs do have Pokemon with no IVs in Sun/Moon, however, there are also NPCs whose Pokemon have IVs.
