How to boost rare spawn chances?

So in POKÉMON x there is only one spot where I can find dratini and I need to fish for it with my good/super rod. The thing is it only has a 5 out of 100% chance to spawn. Is there any way is can make it likelier that I can find him like boost the spawn chance using some kind of item? please help

Well, the chance of getting a bite while fishing will increase when you have a Pokemon with Suction Cups or Sticky Hold at the front of your party.

Otherwise, there's not much way to increase the chance of finding your coveted Dratini. You could try some ritual, that works for me occasionally.

Sorry but it's impossible you just need to do stick in there, on the bright side if you don't move from one spot you could get a shiny from chain fishing :)
