Is Poison Touch affected by Special moves?

I know that Poison Touch causes Poison, but I would like to know for my Special Dragalge

Poison Touch affects any moves that make contact. There are only a few special moves that make contact, and they are the following:

Draining Kiss
Grass Knot
Infestation
Petal Dance
Trump Card
Wring Out

And I'm almost completely sure that Dragalge learns none of these moves, so Poison Touch wouldn't work for it.
