You can add people from any other country in the world no matter where you are or what your game settings are.
To know your Friend Safari type, you will need to register somebody and get them to explore your Safari, and then tell you what Pokémon you have in there. There is no way to find out on your own unless you have a second 3DS you can add yourself with.
